Saudi Arabia Real Estate Market is driven by initiatives taken by Ministry of Housing to increase the affordability housing coupled with Rising House Ownership Scenario and Implementation of White Land Tax: Ken Research

Revival of Cinemas in the region: AMC Entertainment in collaboration with The Development and Entertainment Investment Company (DEIC) launched the Kingdom’s first cinema in 2018. Operators such as CinĂ©polis will open 6 movie theaters in country, with first in Lulu Mall, Dammam, in 2019, four scheduled for 2020 and the sixth for 2021, other operators including VOX Cinemas and Next Generation are also opening movie theaters in the region. This has motivated several other local developers to sign agreements with cinema operators from across the region to open cinema multiplexes and offer a diverse selection of entertainment outlets to customers. This has led to huge opportunities especially in the retail sector with development of shopping entertainment or “shoppertainment”.

Boosting of the New Industries: In December 2018, King Salman Energy Park (Spark) a project developed by Saudi Aramco in partnership with the Saudi Authority for Industrial Cities and Technology Zones, located in the Eastern Province was inaugurated. This park has five main regions that focus on general manufacturing, liquids and chemicals, metal formation and industrial services. It is expected that this park will make a contribution of SAR 22 Billion by 2035 in the GDP. This will fuel the demand for commercial and industrial real estate with increase in foreign investment and private sector participation.

Improving House Ownership Scenario: Government is working on tackling the housing gap in the Saudi region. For this they have launched several initiatives, for instance in 2018, The Ministry of Housing in partnership with the Real Estate Development Fund (REDF) funded ‘Sakani’ program with the aim to provide 300,000 residential support units throughout the region. The ministry signed five agreements with four property developers to set up the villas and townhouses.

In 2016, REITs were listed on the local stock exchange with the aim of increasing increase real estate contribution to GDP from 5% to 10 %. The year 2018 was witnessed to be a period of alteration in the entertainment sector of the Kingdom. It was a key part in the Vision 2030's objective to enhance and diversify the past entertainment in the area. In line with this, the government announced various new reforms such as a new online visa scheme and other reforms to increase the tourism inflow in the region.

Saudi Arabia Retail Real Estate Market
Retail real estate market supply of Saudi Arabia has witnessed a positive CAGR during 2013-2018 and is projected to remain positive in future. The retail sector in Saudi Arabia has been hardest hit on the demand side by the expatriate exodus. The price-cutting has eased down a bit; however consumers are still price-sensitive. The market has witnessed developments that have transformed the retail market from small and unorganized markets to structured and extravagant shopping malls, with international brands, entertainment areas, hypermarkets and supermarkets. Majority of the retail outlets are spread across regional and super-regional malls and structured shopping centers that have replaced the traditional strip malls and shopping center retail concept.

Saudi Arabia Hotel Real Estate Market
The hotel market in Saudi Arabia is undergoing transition due to stern measures by government as there was dip in crude oil prices. However, government wants to reduce dependency on oil therefore it is making key investments in developing region as an entertainment destination which will have a positive impact on the hotel market. The Vision 2030 focuses on increasing GDP contribution from tourism and for this the government initiated major projects such as Qiddiya Project, Red Sea Project, Neom, Amaala Project and others. The total number of tourist’s arrivals in Saudi Arabia in 2017 was 18.6 million which increased to 23.6 million in 2018, thus registering a growth of 26.9%. The government wants to increase the domestic and international visitors and at the same time wants to decrease the outbound tourism of the country. The ADR has been declining in the market as the general economy has remained subdued which has led to increase in the vacancy rate in the hotels.

Saudi Arabia Office Real Estate Market
The aim of government is to diversify the economy. In 2016, government announced a SAR 200 billion private sector incentive package to boost the private sector’s growth and increase the rate of employment in the country. The office market in Saudi Arabia is witnessing subdue pressure as the rentals have been declining. The rentals and occupancy level has been under pressure since 2016 and this trend is expected to continue as there is oversupply of low quality office spacing. The office space supply had a positive CAGR during the review period. The future supply is focused on developing theme-based office parks, mixed-development projects and others. The co-working space is entering in the Saudi Arabian market and it is expected it will open new avenues in future.

Saudi Arabia Residential Real Estate Market
The demand for affordable housing units is increasing in Saudi Arabia Residential Real Estate market. The government is focusing on Saudization which has resulted in expatriates leaving the country. This has further declined the demand in the residential real estate market. In the beginning of this decade there was shortage of housing spaces, lack of mortgage law and other problems which were in the market. The government has been actively working on the issue of housing and has made various structural changes for dealing with this issue. Middle East Real Estate Market Revenues Have Augmented At A CAGR Of 4.7% During 2009-2014

The Middle Eastreal estate industry is one of the fastest growing sectors across the world. Foreign real estate developers have infused billions of dollars into places such as Oman, Qatar, Dubai, Saudi Arabia and other countries in Middle East region, which has pushed the growth of this market. The real estate market in Middle East encompasses the activities related to the real estate development including management, trading, rentals and leasing in the regions of United Arab Emirates (UAE), Saudi Arabia, Egypt, Kuwait, Qatar, Jordan, Bahrain and Oman in residential, office/commercial, retail (shopping malls and complexes) and hospitality (hotels and resorts) segments.

Real Estate Market Middle East
UAE real estate market has been one amongst the major real estate market throughout Middle East countries. However, the real estate market of UAE was perhaps one of the most affected economies in the Middle East during the global economic slowdown in 2008. However, the market in Dubai has entered into the recovery phase in 2010 with a decline in the rental rates. On the other hand, Abu Dhabi’s real estate market has continued to feel the pressure with an oversupply of office spaces and declining rates in the neighbouring cities such as Dubai. The property markets for both Dubai and Abu Dhabi have experienced even larger amounts of volatility over the last couple of years in comparison to their neighbours. This is because both countries were seeking ways to diversify their economy away from oil.

The real estatemarket in Saudi Arabia has shown a positive growth in the recent past however prices or rental rates of residential properties remain comparatively higher than the other regions in the Middle East. This has been attributed by the shortfall in the supply of residential properties and rapidly rising demand from young domestic population.

On the other side, the real estate market in Egypt has stabilized itself in 2010-2011 with majority of demand emanated through young domestic population. In addition, the real estate market in Egypt has entered a quick recovery phase in 2009 due to the booming domestic economy and increasing development activities, along with higher investment inflows. This as a result, has augmented the real estate market of Egypt, and is likely to follow the same growth trend in the coming years.

Kuwait conversely has experienced a slowdown in the price of real estate during 2008 and into early 2009. The severity of the drop was as deep as in other countries throughout the region. This is because the country’s real estate sector is the second largest contributor to economic growth behind oil. As a result, asset prices in Middle East region has dropped between 25 to 50%, depending upon the asset class.

Qatar’s real estate market has experienced extreme boom and bust cycles as experienced in 2009 with no more than 10%. This is significant because it has highlighted how Qatar has been through a similar situation as the United Arab Emirates. The property market in Jordan has faced similar challenges as other real estate markets throughout the Middle East regions where prices have dropped between 10% and 15% since the peak in 2008. The property market in Bahrain has been affected severely by the global property markets as prices have dropped by 37% since peaking. The luxury property markets were hardest hit as investors canceled orders on a variety of construction projects.

Overall, the real estate market in the Middle East has entered a correction phase in the year 2010 with a major portion of demand inflow from the residential segment. The demand is primarily generated by the low and medium income segment of the population and therefore the developers were focusing towards building affordable and economic housing properties to cater to their requirement.
